So, for the next year, taking into account the increased needs of the population and the epidemic situation in the country, an increase in the volume of procurement of medical care is predicted. In the guaranteed volume of medical care package it concerns medical care for patients with infectious diseases, patients with oncology, palliative services. For the insured population, the volume of specialized medical care, including in rural areas, of expensive high-tech services will increase.
“The Fund announced the start of accepting applications for the main planned volume of medical services for 2021 from medical organizations in the country. Carrying out the purchase in December this year will provide medical care to the population, starting from January 1, 2021, ”the FSMS noted.
It should be noted that at the beginning of 2020, with the introduction of social medical insurance, the budget of the health care system amounted to 1.6 trillion tenge, with an increase in the volume of medical care by 1.5 times. This year, for the first time, at the expense of the OSHI funds, financing of school medicine was provided, the volume of financing of consultative and diagnostic assistance was significantly expanded - 6 times, 183.8 billion tenge. Along with that, with the introduction of compulsory health insurance, the volume of financing for rehabilitation treatment and medical rehabilitation increased by 8 times to 55.7 billion tenge; financing of hospital-substituting care has doubled - 50.3 billion tenge.
Recall that 1,296 medical service providers took part in the procurement of the Medical Insurance Fund for 2020, of which 691 state medical organizations (53%), 605 private (47%).
As previously reported, the Fund, as a single strategic purchaser, has switched to an electronic format for purchasing services. For this, together with JSC "Center for Electronic Finance", a web portal for the procurement of medical services fms.ecc.kz was launched "
The electronic format of the procurement allows to ensure the transparency of the procedure, and also minimizes the risks of errors, excludes paperwork. All this simplifies the procurement procedures both for the Fund and for medical organizations.
Currently, an announcement has been posted on the web portal, in response to which suppliers included in the database of potential suppliers are applying to participate in the competition. Further, the commission, which includes representatives of the fund, the authorized body (as part of the republican commission), the health department (as part of the regional commissions), NPP "Atameken", non-governmental organizations representing the interests of consumers of medical services, healthcare subjects or medical workers and territorial divisions the authorized body performing the functions of external examination of the quality of medical services considers applications. After that, a protocol of the results is automatically generated on the web portal, which is transmitted to the health information systems for the conclusion of contracts between the supplier and the Fund.
Applications are accepted from 9:00 on December 7, 2020 to 18:30 on December 14, 2020.
